Pillaging question

I've noticed that sometimes when I click on some players city that the "pillage" option doesn't come up. Now I know about the "Godly" protection thing, and if you don't have any troops to pillage with that option won't come up, but, I have troops and it still won't come up. Why is this?

If you don't have any available trade ships that will happen as well.

What are action points and how do I tell how many I have?

Action points are the number of tasks you can do at any one time: pillages, occupations, deploy troops, transport goods. You can see your action points and how many you have used in your town hall right across from "housing space."

Another reason you might not get the "pillage" option is if the player is in vacation mode. I didn't realize this early on in my play.

It could also be that they have been banned
